PR #17109 — Claude buffered-wake takeover proof

Before/after checks use deterministic SDK frames, real Claude adapter and server services. No authenticated Claude CLI/model proof is claimed.
Main: all four initial behavioral regression cases fail. Contributor implementation: 314 pass / 2 fail across 316 tests, after-eligibility provider switch and resumed outcome persistence fail. Final implementation: 491/491 across nine suites.
Initial five PR cases were replaced by four meaningful cases; seven distinct admission, queued lifecycle, transcript and cleanup cases were added during implementation and reviews. Main tests preserved.
Review round 1: Sol queued lifecycle/output cleanup; Opus duplicate read/workflow subscription/resumed transcript. Round 2: Sol clean; Opus pending.

Live smoke: isolated server starts, collaborative browser pairs and chat composer loads. Database migration of live snapshot was rejected due to incompatible migration history; fresh isolated state used.
Unverified: authenticated Claude CLI provider switching; macOS, Windows, Electron desktop, iOS, Android.
