# Issue 23225 runtime transcript

Environment: Linux x86_64, Node 24.21.0, real `vp run dev` server and web client, isolated worktree .t3. Requests sent from the paired web browser over the real /ws endpoint (orchestration protocol 2).

Fixture: /tmp/t3-23225-fixture with .cursor/skills/a-large/SKILL.md and b-small/SKILL.md; valid name and description frontmatter; 11,000 empty ordinary files in a-large/artifacts. No node_modules, symlinks, or deep nesting.

Request: server.refreshProviders {instanceId: "cursor", cwd: "/tmp/t3-23225-fixture", fresh: true}.

Before (a50cd989ae): probeCursorSkills fails with CursorSkillsProbeError: Cursor skill discovery for '/tmp/t3-23225-fixture' was incomplete (scan-budget-exhausted). No workspace snapshot is published; neither fixture skill is available.

Control (a50cd989ae): moving artifacts outside the skill root produces a workspace snapshot containing a-large and b-small. Restored artifacts before after verification.

After (f88c14035e4d4f20abbaadc16ae9d9ab40bdc52d; reviewed implementation 76d0d974a43d463f613e7b6d5da7620e2bbf9bd9, merged main defb7e6e6b): same request, same fixture with all 11,000 files present. Success; workspace snapshot present; skills include a-large and b-small with project scope and matching paths/descriptions.

The Cursor provider has no account on this VM. Its health snapshot reports unauthenticated; local filesystem skill scanning runs regardless. The signed-in composer and macOS Electron client were not verified. No UI rendering code changed.

Final-head check at 2026-10-22 03:05 UTC: counted exactly 11,000 artifacts; RPC exit Success, snapshotPresent true; fixtureSkills a-large and b-small, project scope.
