## Scope decision
The replacement follows the dispatcher's surrogate-pair specification. The original forward grapheme scanner and grapheme tests were discarded because they change combining-mark/BMP behavior and exceed that specification. No dependency changes, regexes, parsers or loops added. Existing lone surrogates in input are not repaired.
