Implementation takeover report for [#16941](https://github.com/pingdotgg/t3code/pull/16941)

Decision
No implementation change or new commit is necessary. The existing production code already matches the smallest correct design derived independently from the requested behavior. HEAD remains [8edce26a56](https://github.com/pingdotgg/t3code/commit/8edce26a56e193a38d446d0ebeb74321bc18aa2b). No changes were invented to produce an implementation commit.

Independent implementation assessment
The required model has two lifetimes: the request may stop accepting a queued action, while an already started page action must retain its reservation until its own work settles. Those lifetimes need one absolute monotonic dispatch deadline, not a cancellation timer, a remaining-budget callback, an AbortSignal, or another queue.

The current production code implements precisely that model:
1. ServerBrowser.handleRequest captures performance.now() + request.timeoutMs once when handling the delivered request, before asynchronous tab resolution and waiting. runOperation passes that same deadline into the normal agent queue and open callback.
2. SessionControl.action checks tab closure, the captured ownership epoch, and current permission inside the queued callback. It then rejects performance.now() >= deadlineMs with TimeoutError immediately before invoking run(). Existing error mapping produces PreviewAutomationTimeoutError. Ownership/epoch checks retain precedence.
3. The deadline is checked only before starting work. Once run() begins, the existing promise chain retains its reservation. Normal Playwright/action/navigation/evaluation budgets are unchanged; request timeout does not race the queue reservation or release it early. Broker caller timeout is independent of the underlying promise, as demonstrated by the retained recording test.
4. recordingStop deliberately omits the deadline while retaining the ordinary ownership and queue checks. A late stop can clean up capture after prior work settles. Adding the deadline here would break the required eventual-cleanup behavior.
5. Initial navigation uses the existing control.track() mechanism. If open expires before its queued callback begins, rejection still leaves the queue draining the tracked navigation before human input. Tracking also handles navigation rejection, replacing the old standalone rejection sink.
6. Current main SessionControl.trackUntilHandoff is preserved byte-for-byte. Viewer navigation uses it at its existing call sites, keeping viewer input responsive while ownership release drains outstanding viewer navigation. Reusing this weaker tracker for initial agent navigation would violate the open/handoff requirement.
7. status remains outside the queue. Existing READ_OPERATIONS routing and observe() behavior are unchanged; public reads retain their current ownership/observation policy. Normal operations routed through agent() share its dispatch deadline. No new read bypass or changed classification was introduced.
8. Existing close/dialog paths still bypass the serial queue to unblock dialog-related work. They are not queued mutations; this task does not change those paths.

No new abstraction or service is warranted. SessionControl owns serial dispatch, and ServerBrowser already owns request receipt and operation execution. The existing optional deadline extends those exact boundaries. No transport, contract, provider adapter, or client change is needed.

Diff and comments
- Changes made in this implementation run: none.
- No tests were added, deleted, or rewritten in this run. The preceding focused test commit remains unchanged.
- Original production reused: all final production changes, because each independently maps to the minimal model above. No duplicate cancellation system, dispatch wrapper, or time-budget propagation is present to remove.
- Current production diff against origin/main: ServerBrowser.ts +63/-47; SessionControl.ts +6/-3. Most ServerBrowser callback churn is formatter-required indentation when adding the third deadline argument. The callback bodies remain unchanged, apart from the separately added stop rationale. Extracting those callbacks solely to shrink the visual diff would add local indirection without simplifying the model, so no formatting-only rewrite was made.
- The recording-stop comment explains the otherwise surprising deadline omission and why dropping a late stop would leave capture running. It is a useful invariant comment. No new comments were added.
- Existing initial-navigation, viewer-handoff, and queue comments remain accurate. No documentation update is needed.

Historical inline feedback
The provided CodeRabbit inline comment asks to cap navigation timeouts using the request budget remaining after queue wait. That recommendation is incompatible with this run's explicit requirement: started actions finish with their normal operation budget and retain their reservation despite caller timeout. The current code intentionally keeps the normal navigation budget and rejects only before dispatch. Do not reintroduce remaining-budget propagation based on that historical comment.
No current correctness finding remained after this inspection. This was the implementation run, not the later independent adversarial review loop; no review agents were launched.

Coverage and evidence limits
- Existing main: 60 cases; original PR additions: 9; focused retained additions: 4; current total: 64 (SessionControl 11, ServerBrowser 53). This run kept that count.
- Retained cases cover exact-boundary queued expiry plus fresh work, broker-visible suppressed click, continued reservation after caller timeout plus late recording cleanup, and expired open draining initial navigation before human input.
- Prior test-run report records two failures against exact main production and two failures against initial-navigation/recording-stop mutants. Those red proofs were reviewed as prior evidence, not rerun or claimed as newly performed here.
- Fresh evidence here is the full focused green suite plus scoped lint, formatting, and server typecheck on the unchanged integrated head.
- No live browser, UI, remote client, dev server, or headless-browser proof was performed. The primary agent owns the planned headless browser proof after integration.
- Shared server dispatch applies to server previews reached from web, desktop/remote connections, and agent tools. No new UI entry point, wire contract, provider-specific behavior, or connection-mode branch is introduced. Existing client surfaces and public read/observe routing are preserved.

Publication and handoff
- No push, GitHub comment, assignee/body change, publication, rebase, checkout, or new agent.
- No dev server or browser launched; no existing process stopped; no live T3 state accessed.
- The PR was registered with this thread using link_pull_request as required by the runtime.
- No implementation commit: production code is already minimal and satisfies the requested spec. This report is outside the worktree.
- Ready for the primary agent's independent reviews and integrated browser proof. Do not claim live proof or newly captured red proof from this report.
