Observed: Some history was not imported. Imported 3 threads. 1 thread could not be imported.
Read-only database inspection: Fixture conversation 1/2/3 only, each 20000 records.
Retry: navigate /welcome; Continue -> Continue -> Select all -> Import 1 project.
Observed: Imported 4 threads.
Read-only database inspection: conversations 1/2/3 plus Fixture conversation 4 (58000 records).
Conclusion: last transcript is valid independently and imports on retry; shared remaining budget skips it on initial import.
