Both settlement implementation and tests are byte-identical between reviewed capture and final head. The merge introduced current main's Orchestrator, ProjectionStore and dev-runner; this refresh rebuilt and executed with those sources. The exact base-to-head diff contains only settlement implementation and its test. The base implementation is therefore built with identical runtime inputs to exact base, using an external read-only bundler load hook for that one source. Head uses the same hook and build setup pinned to final head. One pinned source load per bundle is asserted. No tracked source file is written, no checkout/ref is changed, and build outputs live under `/tmp/ev-19738`.

Each replay archives only the previous fixture userdata/caches under `/tmp/ev-19738/archive`, rebuilds its bundle, starts the real dev runner with explicit `--home-dir /tmp/ev-19738 --no-seed --no-browser --no-auto-bootstrap-project-from-cwd`, runs `seed`, `pre`, `advance`, stops its owned process group with an exit barrier, restarts against the same isolated database and clock offset, runs `durability`, then stops again. `T3CODE_DEV_SEED=0`. No live userdata was accessed. No browser, provider turn, real forge write, manual settlement, database timestamp rewrite, tracked edit, commit, push, comment or watch.

Same fixture/setup for both refs: three empty threads with only persisted PR links, no legacy aliases, no worktree/scripts, no activity; known-open retention-off, known-open project retention-on, and null-snapshot unknown control. Actual GitHub summary decoder consumes locally stubbed GraphQL responses. Initial inactivity disabled; pre-threshold settings D=3; external Date.now offset +345600000 ms; settings D=2 triggers immediate worker sweep. Timers remain real. Driver awaits actual instrumented sweep-complete milestones before reading all three projections. Both bundles use the same observational preload; it does not alter settlement decisions.

## Semantic delta and limits

Base reproduces the regression: retention-off known-open thread remains unsettled after four logical days. Final head settles only that thread, with its open PR link preserved and settledAt equal to createdAt. Retention-on and unknown controls stay unsettled at the same logical age, including restart. Base persists zero settlements; final head persists exactly one from `server:auto-settle:proof-open:`. Event histories and all returned projections contain no user-message/run/provider activity. All 20 observed owned server-group PIDs exited; port 19738 is closed.

No semantic delta from the prior reviewed head replay. The intended base-to-head delta remains: visible open persisted links can age into inactivity settlement when retention is off, while unknown snapshots stay conservative and retention stays effective. No new behavior was added in this refresh.

This refresh replays the runtime portion of P1/P2/P3/P10/P11 from the original 11-row matrix. It carries forward the prior SUFFICIENT audit and prior deterministic coverage for the remaining rows because implementation/tests are byte-identical. It does not claim that all 11 rows were independently rerun here. The parent is running scoped tests independently; no additional test suite was created or expanded. No new code review or proof audit was commissioned. Clients/remote/tunnel rendering and real provider turns are outside this server-only replay.

## FRICTION

- Old replay pinned pre-merge refs and temporarily replaced tracked source. Updated ref constants and a read-only external build hook remove that mutation. The hook uses the installed Vite+ pack API and the checkout's actual config; exact base differs only in the loaded implementation and excluded test file.
- Build-helper module resolution required resolving Vite through Vite+'s real installed package path; two early build attempts failed before starting a server. Both successful builds and complete replays are preserved. No application defect resulted.
- Existing one-day minimum, batched GraphQL aliases and sweep completion constraints remain handled by the existing clock/forge/diagnostic fixtures. This is logical-clock evidence, not a four-day wall-clock wait.
- Prior audit download returned HTTP 403 through Python's default request; curl retrieved the immutable artifact successfully.
- Unexpected external discovery/telemetry fetches were blocked by the preload, as before. No fixture fetch forwarded to the forge. Raw server logs/private auth/databases are excluded from uploads; sanitized logs omit token/URL-bearing lines.
