Before startup protection: real worker fails pending run, marks start effect succeeded attempt1; no retry.
Before compaction protection: native harness replaces the runtime before compact terminal (assertion failure).
After: 5/5 native harness cases pass (idle/shared, normal active/background, compact active/background, during open, pending turn).
Focused repo verification: 227 tests in 8 relevant suites plus compact-routing case; server typecheck, scoped lint, formatting pass.
