Issue 18833 live reproduction attempts
main: 70e5e384da; Linux x86_64; Node v24.21.0; codex-cli 0.163.0
Real web app, isolated .t3 state, Codex GPT-6-Astra via configured proxy.
Commands: vp install; vp run dev; restart with Ctrl-C then vp run dev.
Attempt 1: new conversation (READY exchange), /compact.
Attempt 2: /goal count 1..10 one number per turn; stop; /compact.
Attempt 3: resume goal; queue /compact; goal finishes, compaction runs.
Attempt 4: /goal count 1..100; restart dev server during turn; /compact after reconnect.
All four compactions emitted contextCompaction start/completion and completed.
Attempt 4 also showed a distinct provider-start error during restart recovery, before /compact.
The reported ordering (unrelated resumed turn STARTS after compact request but before compaction turn) was not observed.
